Skeyes is an autonomous public company whose mission is to ensure the safety of air traffic in the airspace for which Belgium is responsible. skeyes fulfils this mission by optimising costs and punctuality, increasing capacity and ensuring sustainable development for air traffic. skeyes provides all the necessary services to guide and manage air traffic in complete safety. 


The mission of the Procurement Department is the proper execution of purchases in accordance with the public procurement regulations.

In direct support of the Purchasing Manager and the head of department, the Legal Expert Procurement will assist the department in the drafting of contract documents for the purchase of works, supplies and services, based on the technical specifications drawn up by the various competence centres within skeyes.

Vacancy description

You will ensure the professional execution of purchases in accordance with public procurement regulations.

This includes:

  • centralising and assessing information;
  • drawing up assignment documents (with a view to covering any risks for the company as much as possible by means of appropriate contractual provisions);
  • the follow-up of the selection phase (if applicable) and the award phase;
  • conducting any negotiations and the conclusion of the contract.

You ensure good internal and external communication about the individual files in a timely manner.

You will advise the employees of the Procurement department and other internal customers on the regulations relating to public procurement (from the start of the file to the final delivery).

This includes:

  • Follow-up of public procurement legislation and report changes to the Purchasing Manager and to the head of department
  • To investigate the impact of legislative changes on skeyes;
  • Conducting research work for complex questions and formulating solutions;
  • Advising on legal risks;
  • Participate in working groups and meetings in the context of various assignments/projects.

For certain files, you work in tandem with the purchasing team .

You handle the files in accordance with the predetermined schedules.

You will respect the internal procedures and the regulations for public procurement, provide the necessary reporting and ensure efficient, effective and qualitative management of the files.

You will work under the supervision of the Purchasing Manager and the Head of Department, and you will have contacts with the company's various competence centres, as well as with the external stakeholders involved.

You act as a sparring partner for the Purchasing Manager and the Head of Department on legal issues in the field of public procurement. 

Profile

  • You have a Master's degree in law with a minimum of 5 years of relevant experience in the field of public procurement.
  • You communicate fluently and clearly in Dutch and French, both orally and in writing, knowledge of English is necessary.
  • You are customer-oriented, focused on improvement and problem-solving. Through your critical eye, you contribute to continuous improvement.
  • You have a strong analytical mind and work extremely accurately.
  • In addition to your sense of organization and method, you are accurate in your work and enjoy working in a team.
